Ontario, Quebec, Alberta, Manitoba, New Brunswick, Prince Edward Island, Nova Scotia, Yukon, Nunavut and the Northwest Territories participate in the coordinated framework. Products sold in these jurisdictions generally carry both federal and additional duty.

Why the tax feels especially high on pods and disposables

Several design features make vape tax Canada particularly visible on smaller products. A 1.5 mL pod is charged as a full 2 mL unit, while every pod in a multipack is assessed individually. A four-pack of 1.5 mL pods therefore carries $4.48 in federal duty or $8.96 in a participating province.

Disposable products can also contain much larger liquid volumes than older devices. As capacity rises, the duty, import cost and financing required to bring each unit into the legal market rise with it.
