Vaping and Nicotine: Understanding Addiction and Making Informed Choices

Nicotine is the substance in most vaping products that causes dependence and cravings. Understanding nicotine addiction matters because vaping can deliver nicotine quickly, even though the product does not burn tobacco.

For adults who already smoke or vape, responsible vaping begins with accurate information. Vaping is not harmless, and it is not intended for youth, pregnant or breastfeeding people, adults who do not smoke, or anyone below the applicable legal age.

How nicotine addiction develops

When inhaled, nicotine moves through the lungs into the bloodstream and reaches the brain and other organs. It stimulates the release of chemicals associated with alertness, pleasure or temporary calm.

Repeated exposure can create a cycle:

  1. Nicotine produces a short-lived effect.

  2. The nicotine level begins to fall.

  3. Cravings and discomfort appear.

  4. More nicotine is used to relieve those symptoms.

  5. Tolerance may develop, leading to more frequent use.

This is how nicotine addiction can become part of a daily routine. When someone reduces or stops using nicotine, withdrawal symptoms may include cravings, irritability, restlessness, low mood, difficulty concentrating and disrupted sleep.

Health Canada explains that these symptoms usually improve with time. Its guide to quitting vaping provides strategies for managing cravings and identifying personal triggers.

Do nicotine salts change the risk?

Nicotine salt formulations can make some higher-strength liquids feel less harsh than comparable freebase products. That may make it easier to inhale nicotine, but the amount delivered still depends on concentration, device design, power, draw length and frequency of use.

The risk of nicotine addiction cannot be determined from the words “nicotine salt” alone. Users should check the concentration shown in mg/mL and avoid assuming that a smoother throat sensation means a low nicotine dose.

Canadian federal regulations limit vaping products manufactured or imported for sale to a maximum nicotine concentration of 20 mg/mL. Concentration is only one part of nicotine safety; frequent use of a lower-strength product can still result in substantial exposure.

What responsible vaping actually means

Responsible vaping does not make vaping risk-free. It means reducing avoidable risks and being honest about who should—and should not—use the product.

Basic precautions include:

  • Do not provide vaping products to minors

  • Check nicotine concentration before using a product

  • Follow the manufacturer’s charging instructions

  • Keep e-liquid away from children and pets

  • Do not modify the device or add unknown substances

  • Avoid using damaged batteries or leaking products

  • Respect restrictions in public places and workplaces

  • Do not make unsupported medical or cessation claims

For an adult who smokes and has been unable to quit using approved methods, switching completely from cigarettes to vaping can reduce exposure to many combustion-related toxicants. Continuing to smoke while vaping—often called dual use—does not eliminate the harms caused by cigarettes.

People who should not vape

The risk of nicotine addiction is especially concerning for young people because the brain continues developing into early adulthood. Nicotine exposure can affect concentration, learning and emotional regulation.

People who should avoid vaping include:

  • Children and teenagers

  • Adults below their province’s legal age

  • Adults who do not smoke

  • Pregnant or breastfeeding people

  • Anyone advised by a healthcare professional to avoid nicotine

Canadian vaping health guidance recommends that people who are pregnant, breastfeeding or chestfeeding speak with a healthcare provider about quitting options. Vaping may expose both the user and fetus to nicotine and other chemicals.

What about secondhand vapor?

The phrase secondhand vapor is commonly used, but “second-hand aerosol” is more accurate. The cloud exhaled by a user is not simply water vapour.

Bystanders may be exposed to nicotine and other chemicals in the air and on indoor surfaces. Health Canada says the expected risk is lower than exposure to second-hand cigarette smoke because vaping aerosol contains fewer chemicals, but the risk is not zero.

Responsible vaping includes avoiding use around children, pregnant people and anyone who does not want to be exposed. Many Canadian provinces, territories and municipalities prohibit vaping in public places and workplaces where smoking is prohibited.

Research into secondhand vaping aerosol in Canada is continuing. Health Canada recommends vaping outdoors and exercising caution around other people. Its current vaping risk guidance provides more information about secondhand vapor and indoor exposure.

Making an informed choice

The appropriate decision depends on whether someone currently uses tobacco or nicotine.

If you do not smoke or vape

Do not begin. There is no vape health benefit for a non-smoker to start inhaling nicotine or vaping aerosol.

If you already vape

Monitor how often you use the product and whether you experience cravings, irritability or difficulty going without it. Nicotine addiction support in Canada is available through healthcare professionals, quit coaches and provincial services.

Practising responsible vaping in Canada also means following the applicable legal age, nicotine, packaging and public-use requirements in your province or territory.

If you smoke and want to quit

Speak with a doctor, pharmacist or quit coach about approved options. Nicotine replacement products such as patches, gum and lozenges, along with certain prescription medicines and behavioural support, may help.

Vaping products have not been approved in Canada under the Food and Drugs Act as smoking-cessation aids. Health Canada nevertheless acknowledges that some adults who have been unable to quit through approved methods may reduce harm by switching completely from smoking to vaping.

If you use both cigarettes and vaping products

Set a plan to stop smoking rather than remaining a long-term dual user. Quit smoking support in Canada can help identify appropriate medications, counselling and nicotine replacement options. Health Canada provides further information in its smoking cessation guidance.

Getting help with nicotine dependence

Nicotine addiction is treatable, and needing support is not a personal failure. Withdrawal symptoms are a predictable effect of dependence.

A practical quit plan may include:

  • Choosing a quit or reduction date

  • Tracking when and why you vape

  • Delaying a draw when a craving appears

  • Removing spare devices from easy reach

  • Speaking with a doctor or pharmacist

  • Contacting a qualified quit coach

  • Using only authorized cessation products as directed

Good nicotine safety also means storing e-liquid securely. Nicotine liquid can be poisonous if swallowed or absorbed through the skin, particularly for children. Contact emergency services or a poison control centre if accidental ingestion occurs.

Knowledge supports better decisions

Responsible vaping starts with recognizing that lower risk is not the same as no risk. Vaping may reduce exposure to combustion-related toxicants for adults who switch completely from cigarettes, but it can still lead to nicotine addiction and expose users and bystanders to chemicals.
